The tallest trailer tongue box that I'm seeing is going to be the DeeZee Specialty Series Trailer Tongue Tool Box - A-Frame - Aluminum - 7.24 Cu Ft - Silver # DZ91717, which is exactly 22-3/4" tall inside; with that said, it's not poly/plastic and I'm not sure you'd be able to store 2 nitro style gas cans in there. Stainless steel fasteners are going to be a much better option for securing a Trailer Tongue Toolbox # 350970 to the front of your trailer. Galvanized are going to be able to wear through the coating and begin to corrode while stainless is throughout the bolt and will not corrode and rust away. I have a solution for you, and I'll start out by saying that I cannot recommend using a dual hitch adapter like the Malone 2" Dual Purpose Hitch Receiver # MPG544 because it reduces the tongue weight capacity of the hitch on your 2013 Toyota Highlander. I may have a solution for you, but there isn't a tool box lock that's going to be able to be keyed alike with all of the rest of the parts you're looking at.
